Skip - Any site will have links from sites with PR ranging from 0 on up. It's expected and natural. The thing is, you don't want a bunch of those free directories with no PR and no value. I don't think you're penalized; they just don't count any more. vtu belgaum - Google does not penalize you for directories...they are not considered paid links and they are not against the rules (so far anyway). I think that's part of the problem. Also, there are some politics involved, and a little graff according to some reports a few months ago. I've pretty much given up on that directory after numerous submissions with no response. I still encourage you to give it a try, though.
