Skip - Any site will have links from sites with PR ranging from 0 on up. It's expected and natural. The thing is, you don't want a bunch of those free directories with no PR and no value. I don't think you're penalized; they just don't count any more. 

vtu belgaum - Google does not penalize you for directories...they are not considered paid links and they are not against the rules (so far anyway). Think of the Yahoo directory, or Business.com.

Background checks - Go for it! You'll have a busy time with this list.</description>
